Garlicoin is a litecoin clone; a meme coin that's gone stale. Coins are mined out and the community mostly abandoned, however it's still useful as a testnet for btc, ltc, doge. Real coins make for better testing.

The network has very little activity with transactions confirmed fast and cheap. Block rewards are in fractions of a coin and trending to 0. With mining unprofitable who knows how much longer miners keep the power on, but it'll probably be a long time.
